My guitar amp won't work!?

It's a small Rock Town Model 20 amplifier. It's been in the closet for many years and all it seems to burst out is static and noise, no matter how you turn the knobs on both the guitar and the amp. Tried messing with the cords, to no avail. Anyone know what might be wrong with it? I have no idea how much it'll cost to get it fixed.
