Is Richelle Mead's new book 'Bloodlines' a continuation of the Vampire Academy?

Is it a continuation of the series from another persons point of view. (i think i heard it was sydneys) or is it the same books but from another persons point of view? its just i heard Rose was still in Bloodlines :) thanks.
